Overview

The Technology Review Analyst is responsible for supporting the IT product management, product reviews, and IT product listing reporting functions of the agency’s Technology Review Board (TRB). The analyst plays a key role in ensuring IT product requests are thoroughly evaluated for compliance with federal IT standards, departmental policies, and industry best practices. This position ensures the integrity and quality of technical solutions acquired and deployed across the agency, and facilitates the IT product alignment with organizational IT business needs and objectives. The ideal candidate should be self-motivated, capable of working independently, effectively managing their own workload, and also demonstrate strong teamwork skills to collaborate seamlessly with others.

Responsibilities

  • Technical Review and Evaluation:
    • Conduct detailed technical reviews of IT product requests, ensuring they meet U.S. federal IT standards, departmental policies, and industry best practices.
    • Identify IT product efficiency (i.e., economy of scale) and collaboration opportunities, identify possible product redundancies, and reduce integration and security risks from products with proprietary and non-compliant technologies.
    • Evaluate IT product requests for completeness, accuracy, and alignment with the agency's mission, identifying any potential risks or compliance issues.
    • Develop and communicate comprehensive solution architectures, ensuring alignment with enterprise architecture standards and best practices.
  • Compliance and Standards Alignment:
    • Apply knowledge of federal IT guidance and standards such as FISMA, NIST, CISA, and FedRAMP to evaluate product requests, and provide product review recommendations and usage constraints that will support standards compliance.
    • Ensure all IT products comply with the agency policies and architecture and standards, as well as relevant legal and regulatory requirements.
  • Communication and Coordination:
    • Collaborate with product requester and sponsor to ensure requests align with the agency’s mission and business objectives, and facilitate timely sponsor approval.
    • Support TRB reviewers and approvers by addressing product request questions and resolving response discrepancy issues, and ensuring reviews and approvals are completed within the established Service Level Agreement (SLA) timeframes.
    • Collaborate with the IT Catalog team and ServiceNow product model team on ensuring TRB approved IT products and product request information are accessible and integrated with their respective processes.
  • Operational Support:
    • Manage the TRB Management email inbox, providing clear and prompt technology standards guidance to users, and escalate standards compliance issues to TRB Management.
    • Develop technology and IT product analysis dashboards to visualize TRB standards approval performance for identifying areas for process improvement, and the approved IT product to DOS Technology Reference Model (TRM) mapping for reducing redundancies and improving efficiencies.
  • Application and Process Management:
    • Utilize IT Service Management tools and methodologies to support the TRB product approval process, including tracking defects, prioritizing enhancements, and assisting with testing.
    • Contribute to continuous process improvements by analyzing operational data and recommending enhancements to the TRB Manager.
  • Additional Duties:
    • Perform any other technology analysis and assessments tasks as assigned by the TRB Manager or by the managers from the parent organization.

Qualifications

  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • Proven experience in solution architecture, with a strong track record of delivering complex IT projects.
  • In-depth knowledge of enterprise architecture frameworks and methodologies.
  • Proficiency in a variety of technology platforms and infrastructure components.
  • Strong analytical and problem-solving skills.
  • Strong knowledge of IT product management, including familiarity with various hardware, software, and cloud technologies.
  • In-depth understanding of U.S. federal IT standards and regulations, such as FISMA, NIST, CISA, and FedRAMP.
  • Experience with conducting technical reviews and evaluating IT products against established standards, policies, and best practices.
  • Proficient in using IT Service Management tools and agile planning tools (e.g., Jira).
  • Strong analytical skills with experience in developing and maintaining operational dashboards (e.g., ServiceNow, PowerBI).
  • Excellent communication and interpersonal skills, with the ability to work independently, manage personal workloads, and collaborate effectively as part of a team.

Preferred Qualifications:

  • Advanced certifications in relevant technology or architecture domains.Experience in data analysis and dashboard creation using ServiceNow or PowerBI.
  • Knowledge of ServiceNow Common Services Data Model and IT product integration with asset discovery and management.
  • Prior experience in a government consulting role.

Security Clearance:

  • Eligible for a Secret Clearance or higher required
