Overview

Acuity, Inc. has an opening for a Program/Human Capital Manager is responsible for planning, assessing, and evaluating programs. The program analyst gathers data and analyzes it quantitatively and qualitatively, and product reports and recommendations. This role will assist with the development and maintenance of client IT Portfolio and Governance program and Human Capital planning and execution. These activities include process improvement and reengineering methodologies to conduct IT modernization projects. The successful candidate will support DOS (Department of State) in complying with the federal mandates below and shall implement these requirements based on guidance and timelines provided by the Department. All deliverables to support these requirements will be developed by the Contractor, submitted to IRM’s Systems Integration Office for Strategy, Governance and Service Delivery Division through the Contractor’s designated DOS Contracting Officer Representative (COR), Government Technical Manager (GTM), or DOS Government Leadership.

Responsibilities

The primary responsibilities of the Program/Human Capital Manager include: 

  • Manage a cross-functional team, act as department lead and provide support for a highly visible program
  • Perform as a true consultant anticipating customer needs
  • Brief the SIO (Systems and Integration Office) Leadership on HR actions, program strategy, ad hoc tasker responses and data calls
  • Update and monitor the status of vacant positions
  • Develop and keep updated all staffing patterns, position descriptions, advertisements, hiring memos, and other documentation to support the hiring process
  • Respond to all HR-related data calls and obtain concurrence from the Government Leadership
  • Meet with A/EX/HR once a week or more frequently to discuss HR actions for SIO.
  • Serve as the SIO Tasker Manager, reviewing coordinating, drafting, storing, and submitting responses to all SIO and IRM (INFORMATION RESOURCE MANAGEMENT) Taskers.
  • Manage the onboarding/offboarding of contractor and government resources
  • Support the development and management of Weekly Activity Reports and other documents, memos and cables shared with IRM Leadership
  • Support the management of the Program Office’s Memorandum of Agreement (MOA) documentation
  • Help build and improve business processes, workflow efficiencies, data collection, and the metrics necessary for measuring the business
  • Proactively and appropriately communicate and collaborate with external and internal customers to define user requirements and discuss issues, questions, and project status
  • Understand system capabilities and how the capabilities can meet the client’s business objectives
  • Assess program initiatives and requirements to assist in the preparation of annual budget estimates to analyze information needs and functional requirements and deliver the following artifacts as needed

Qualifications

  • Bachelor's degree or equivalent experience
  • 3-5 years of experience performing as a team lead or manager
  • 5 years experience in HR and Talent Acquisition within the federal sector
  • Strong background in technical writing, or operations type of roles
  • Ability to be sensitive to the confidentiality of information shared by Senior managers and other staff
  • Microsoft Visio and Microsoft SharePoint are required
  • Excellent analytical and communication skills; able to communicate complex topics concisely
  • Strong understanding of the government hiring process and policies
  • Ability to work with limited supervision
  • Ability to multitask and prioritize and deliver high-quality, accurate work within targeted deadlines
  • IT Business Management/Project and Portfolio Management experience highly desirable

 Clearance Requirements:

  • Must have an Active Secret government security clearance; Highly desired for TS or be clearable at the TS level
