In this role, you will serve as the Business Analyst/Product Owner and serve as the voice of the customer and proactively represent stakeholders. Through the creation, prioritization, management and execution of the product backlog, the Product Owner collaborates cross-functionally and focuses the development team on a clear vision of the product, its goals and delivery. The Product Owner has deep customer knowledge and an excellent ability to transform strategic intent into fully elaborated requirements in user stories, feature specifications and acceptance criteria. The Product Owner drives and articulates product value delivery through the agile ceremonies, including sprint planning, backlog refinement, daily scrum, demo and retrospectives seeking improvement through every Sprint.


  • Owns, manages, develops and prioritizes product backlog of user stories in JIRA. Clearly communicates the requirements to the team and works with individual team members as needed to explain requirements.
  • This position proactively supports stakeholders throughout the organization to provide solutions to their system application needs, and performs business analysis, requirements development, process documentation, business solution needs, and reporting.
  • Facilitates the negotiation of requirements amongst stakeholders
  • Helps stakeholders envision how their processes will change with the implementation of the solution
  • Establishes user story acceptance criteria and accepts user stories into the baseline. Defines sprints and stories content and accepts sprint goals. Drives sprint goals and sprint delivery and acts as the sole owner for acceptance of sprint delivered development.
  • Assist development teams in researching, troubleshooting, and diagnosing issues, documenting solutions, and managing bug fix release cycles.
  • Able to interact with technical staff and work collaboratively to define technical solutions to solve business needs.
  • Ensure both quality and functional goals are met with each sprint by accepting user stories once all acceptance criteria are met.
  • Work with QA and analyze data and test results to ensure integrity is maintained throughout program life cycle and ensure requirements are satisfied.
  • Successfully engage in multiple initiatives simultaneously with strong time management skills.
  • Facilitate client-facing meetings to understand requirements and help prioritize organizational strategies and plans.
  • Coordinate and lead project team meetings with technical staff and other key stakeholders.
  • Prepare project status reports and presentations by collecting, analyzing and summarizing information.


  • Bachelor's Degree with experience in a related Information Technology field
  • Experience in gathering requirements
  • Experience writing user stories, including acceptance criteria
  • Experience writing technical documents 
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of executives, managers, and subject matter experts.
  • Able to take initiative, manage own workload, and assume responsibility for tasks
  • Able to multi-task, handle multiple projects, and meet internal and client deadlines    
  • Proactively seeks opportunities to implement improvements to internal team processes
  • Contributes to an atmosphere of cross-functional teamwork within the organization's Agile process life cycle
  • Experience with Agile methods and tools
  • Experience with User Interface designs and mockups
  • Previous experience working with Government clients is highly desirable
  • Must have experience in conducting daily stand-up meetings, planning and review sessions, prioritize tasks and mitigate road blocks
  • Strong prioritization skills and ability to gather information quickly re-prioritize in a dynamic environment.
  • Working knowledge of the Atlassian Suite, including JIRA and Confluence.
  • Strong analytical and project management skills required, including a thorough understanding of how to interpret customer business needs to be a successful advocate for the customer.
  • Excellent interpersonal skills, relationship-building skills, coordination and people skills to promote the improvement of relationships between team members and the overall organization.
  • Experience leading multiple, related projects and their resources to achieve strategic business goals.
  • Experience in briefing and providing reports and communications to senior management.

Preferred Skills

  • Familiarity with State Department, IRM, and the Managing State Projects (MSP) project lifecycle.
  • Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO) strongly preferred
  • IT Infrastructure Library (ITIL) certification.
  • Project Management Institute (PMI) PMP and/or PgMP certification
  • Business process engineering experience.
  • Strong Technical knowledge of APIs and cloud based solutions
  • Organized, controlled, engaged, polished meeting management.
  • Ability to be decisive.

Required Clearance:

  • Must an Active DOD Secret-level security clearance
