    Responsibilities

    The primary responsibilities of the Project Manager include:

    • Adheres to the Department’s MSPIT Lifecycle in order to effectively manage the Enterprise Architecture and Knowledge Management programs.
    • Plans and manages development schedules to deliver and control all applicable MSP-IT artifacts.
    • Working closely and collaboratively with the Enterprise Architecture Team and Knowledge Management Team to communicate timely status/progress to multiple stakeholders in an agile manner.
    • The IT Project Manager will be client-facing and required to deliver projects on time and within budget.
    • Facilitate discussions with technical and non-technical audiences while acting as an intermediary and translator to identify functional and technical requirements.
    • Instruct, direct, and check the work of requirements analysis personnel.
    • Creation and presentation of briefings for C-Suite Executives.
    • Manage full life cycle integrated Knowledge Management and EA programs.
    • Ensure that all project goals are accomplished according to specifications and business objectives.

    Qualifications

    Required:

    • Active DOD/DSS SECRET security clearance or higher.
    • Bachelor’s Degree or Masters in Communications, Computer Science or Information Systems.
    • At least 8 (eight) years of professional experience managing IT Project, including projects involving system design, system development, IT Governance, Enterprise Architecture, Business Intelligence, Business Transformation, Cloud Migration, Security Engineering, System Administration or Security Operations.
    • Proficient with MS Project, MS PowerPoint.
    • Hold the following active certifications: PMP and ITIL v3 foundation.
    • Strong analytical skills with solid verbal and written communication skills.
    • Shows initiative, presents ideas to overcome challenges, self-starter.
    • Positive attitude, willingness to learn and apply, team player.
    • Experience with client development; building on existing and introducing new products and/or services.
    • Excellent analytical and problem solving skills.
    • Full system development lifecycle experience.
    • Excellent oral and written communication skills, especially in a client interaction context.

    Preferred:

    • Familiarity with State Department and the Managing State Projects for Information Technology (MSP-IT) project cycle.
    • Experience with one or more of: MS Azure, AWS, Google Cloud, or ServiceNow.
    • Experience deploying and managing operating tools such as: Splunk, OSSEC, AWS services, ServiceNow, Tableau, Power BI, SQL Server or Oracle DB.
    • Experience with FISMA, FedRAMP, and NIST SP 800-53.
